现状：随着科技的发展，人们对物质的需求越来越高。在人们享受物质生活的当儿，却往往忽略了周围的自然生态环境已逐渐被破坏的事实。清新的空气、壮丽的山河、清脆的蝉鸣声已不复见。如今，伴随着我们成长的却是污浊的河流、混浊的空气及堆积如山的废弃物。因此，生态环境的保护已是当下刻不容缓的事情。
经过多年坚持不懈的努力，中国的生态环境虽然局部呈现好转但总体恶化的趋势尚未得到根本遏制，水、大气和土壤环境质量不断退化，生态系统日益脆弱。总体上，中国目前的环境问题在加剧，环境突发事故的风险在增加，长期积累的工业污染和生活型污染尚未解决，新环境问题和全球环境问题又不断出现和加剧，已经成为阻碍经济社会可持续发展的瓶颈。目前，部分地区的主要污染物的排放量还是远远超过了环境的容量，对环境造成了非常严重的破坏，我国有约26%的地表水断面劣于水环境v类标准；流经城镇的约90%的河流受到不同程度的污染；约75%的湖泊存在富营养化污染；各地重点城市中有30%左右的饮用水源未达到国家ⅲ类标准；近海域水体质量不容乐观；部分河流水生态功能失调；生物多样性大量减少；外来物种的入侵造严重的经济损失；重要生态区生态功能逐渐的退化。这些环境问题不仅仅出现在城市，农村的环境问题也在日益的突出，土壤污染物严重超标，危险废弃物、汽车尾气以及有机物污染等持续增加。我国应对气候变化的形势非常严峻，任务也非常艰巨。发达国家长时间的工业化过程中出现的环境问题在我国也在日益的显现，我国已经进入了环境污染问题多发期以及环境矛盾的凸显期。
以我们所在的大连海事大学为例，学校里环境优美，空气自然清新。但是学校周边，由于处在大连的郊区，城市化程度不高，环境管理存在死角，且周围居民自身环境保护意识并不强烈，存在垃圾随手乱扔和不能及时清理垃圾桶等情况，这些直接导致了周围环境肮脏不堪。每天晚上在街道边出现的夜市，其产生的烟雾不仅使人容易感染呼吸道疾病，也直接污染着大气。若处于夏季还可明显感觉校内凉爽舒适，而校外因树木稀疏，烟雾缭绕，温度一般高于校内一到两度左右。再者就是周围的各种固体废弃物。固体废弃物也绝对影响到人们的身心健康。所谓固体废弃物就是一般所说的垃圾，是人类新陈代谢的排泄物和消费者丢弃的物品。人们日常生活用品中有许多是塑料制品，这些废弃物到处乱扔不仅影响市容，而且由于聚乙烯、聚丙烯等塑料很难溶解，混入土中能几十年不变，严重破坏环境，也影响着郊区的农业生产。
保护环境工作的展开首先就要求所有人都有环境保护意识，当人民有了环保意识，并能自觉遵守各项环境保护条例，我们关于环境保护的讨论才真正存在意义。
我认为保护和改善生态环境，首先要保护水资源，保护河流，保护海洋。每年有许多企事业单位被曝光非法将未处理污水及其他污染物直接排入黄、渤海中，造成污水泛滥的情况。水是生态和环境的重要控制性要素，河流是自然生态的重要控制要素，海洋是自然生态系统稳定健康、良性循环的基础性环节。自然的河流是由河流源头、湿地、通河湖泊，以及众多不同级别的支流和干流所组成的流动开放的生态系统，它每时每刻都在与气候、环境、资源、社会等各种要素进行着大量和迅速的能量交换，对整个自然生态系统产生着重大的影响和作用。没有了河流与水资源，抗旱无从谈起，生态保护和环境改善也无从谈起。所以必须改善河流、保护河流，对于河流的开发利用，不要超过警戒线，严禁将污染物直接排入河流或水源地，以充分发挥河流对于生态环境保护和改善的基础性、关键性作用。
保护和改善生态环境，必须加快建设资源节约型、环境友好型社会，这是实现可持续发展的关键。要弘扬人与自然和谐相处的核心价值观，增强资源意识和节约意识，树立生态优先的理念和与生态文明相适应的政绩观、消费观，大力提倡绿色生产方式和生活方式。经济社会发展必须充分考虑资源的承受能力和涵养、持续能力，大力提高资源利用效率，大幅度降低污染排放强度，努力实现废物减量化、资源化、无害化、力争以最小的资源和环境代价，支撑和实现经济社会的又好又快发展。
措施：生态是自然界中各种自然资源之间的依存关系。生态研究的对象是自然资源系统中的平衡，而这种平衡是动态平衡。从可持续发展的角度来看，应有如下的生态观点：
1、维护生态平衡
人类发展的历史表明应该维护生态平衡，可持续发展也要求维护生态平衡。实践证明对于现有生态平衡的强扰动，强冲击，大改变，大破坏，只可以带来暂时的经济利益，而不利于可持续发展，中国古代的丝绸之路区域、古埃及尼罗河流域和古墨西哥的玛雅文化的衰落或毁灭都极可能是由于经济的过度发展破坏了生态平衡而造成的。
2、生态学及其理论的不完整性
与物理学和化学等传统学科相比，生态学还是一门在本世纪才兴起的，很不完善的学科。生态学的基本理论是生态平衡，然而对于一个地区，其生态平衡究竞在何处？各种自然资源的大致分有应该如何？还都是生态学尚不能解决的问题。因为生态系统属于超复杂巨系统，甚至比市场经济系统更复杂。
3、生态系统变化的不可逆性
生态系统的变化是不可逆的，只要变化了，就不可能逆向恢复，这已经被科学理论和人类实践所证明。因此提出“恢复生态平衡”是不正确的，它不可能恢复。
4.生态动平衡的维护观
显而易见，人类不可能不发展，生态不可能不改变。生态平衡既然不可能恢复，只有树立生态动平衡维护观才是科学的，才能为可持续发展实践服务。所谓生态动平衡的维护观，一是指人类发展要维护现有生态平衡状况，如水资源的利用要考虑供需平恒。
